Compliance Framework for NSW Licensed Clubs

Building work in licensed premises in NSW involves requirements beyond standard commercial construction. The Gaming Machines Act 2001 and Gambling Regulation Act 2023 affect gaming machine room layout and signage. The Liquor Act 2007 affects bar design and service area requirements. ClubsNSW has its own facility standards for registered clubs. The NCC Class 9b classification sets the building code baseline for structural, fire, and accessibility requirements.

We work through these requirements at the design stage — not once construction has started. If your fitout requires sign-off from NSW Liquor and Gaming before works can commence, we factor that into the programme.

Trading Through Construction

Most club and RSL refurbishments are staged to keep at least part of the venue trading. We build the construction sequence around your highest-revenue areas — typically the gaming floor and bar — so those areas stay operational while less critical spaces are under construction. Dust and noise control, fire safety during works, and compliance with Safe Work NSW WHS Act 2011 are managed throughout.

Yes. Most club refurbishments are staged to keep the venue trading through construction. We build the construction sequence around your highest-revenue areas and schedule disruptive work — demolition, noisy trades — outside trading hours or in sections that can be temporarily closed.

Full refurbishment: 16–30 weeks depending on scope. Partial refurbishment of one or two areas: 8–16 weeks. Staged construction while trading extends the total programme but keeps revenue flowing during the build. Programme issued before contract.

Structural changes or changes to gaming machine room layout may require approval from NSW Liquor and Gaming in addition to a building certifier or council DA. We factor any required approvals into the programme at the design stage so they don’t delay construction start.
