State Property Development was founded by Jay Singh, a licensed NSW Builder (Licence No. 355555C), experienced construction professional, and proud Master Builders Association member, with a passion for property development and construction that began long before the company was established.
Jay’s journey started when he moved to Sydney, Australia in 1988. As Sydney continued to grow into one of the world’s leading cities, so did his fascination with the buildings, infrastructure and communities that shaped it. From an early age, he developed a genuine passion for architecture, construction and property development, always knowing that one day he wanted to contribute to building Sydney’s future.
That passion eventually became a career.
Since entering the construction industry in 1999, Jay has dedicated himself to learning every aspect of residential and commercial construction. Over more than two decades, he has built extensive experience managing projects from concept through to completion, working alongside architects, engineers, consultants, subcontractors and clients to deliver quality developments that stand the test of time.
Today, that same passion drives everything we do at State Property Development. Based in Baulkham Hills, we proudly deliver residential and commercial construction projects throughout Greater Sydney and across New South Wales, building homes, workplaces and commercial facilities that improve the way people live, work and do business.

As our experience and capabilities have grown, so has our focus. State Property Development now specialises in a broad range of commercial construction projects throughout Sydney and NSW, including commercial building construction, office fit-outs and refurbishments, warehouse and factory construction, industrial buildings, childcare centre construction and fit-outs, medical and dental fit-outs, retail shop fit-outs, hospitality and café fit-outs, and education and government projects.
Commercial construction requires a higher level of planning, coordination and compliance. Our team understands the importance of meeting Australian Standards, National Construction Code (NCC) requirements, accessibility compliance, fire regulations, engineering requirements and project programming to ensure every commercial project is delivered safely, efficiently and to the highest standard.
